California Files Complaint Against New Orleans Based Janitorial Services Contractor
California Labor Commissioner Angela Bradstreet today filed a complaint in San Diego County Superior Court charging that Tidy Building Services, Inc., based in New Orleans, illegally entered into contracts which failed to provide adequate funds to its San Diego County subcontractors, who then disregarded state tax and labor laws.

116 U.S. Cities Make Up Billion Dollar Markets
Today the U.S. Commerce Department introduced a new data series that precisely measures export values for metropolitan areas. In 2006, 116 metropolitan areas recorded product sales of $1 billion or more. U.S. exporters reported a record $1.4 trillion in goods and services in 2006. Final 2007 numbers are forecast to exceed 2006 totals.

Court Upholds Corrections Finding that Contractor Misused One Million in Taxpayer Dollars
SACRAMENTO – A contractor for the California Department of Corrections and Rehabilitation (CDCR) accused of misusing taxpayer dollars in violation of state protocols must return over $1 million in fees and equipment, according to a December 28, 2007 ruling by the Sacramento Superior Court. The court upheld earlier findings by an Administrative Review Committee (ARC) appointed by CDCR which found that the Amity Foundation must relinquish ownership of a half-million dollars in seized production equipment and pay more than a half-million dollars for unallowable purchases and operating costs.

Computer Software Industry Prevailing Wage Effective January 1, 2008
As it relates to Hourly Rate for Employees in the Computer Software Industry: Existing law exempts a professional employee in the computer software field from the overtime compensation requirement if the employee is primarily engaged in work that is intellectual or creative, the employee's hourly rate of pay is not less than $41, and the employee meets other requirements. This bill decreases the hourly rate of pay requirement for this exemption to not less than $36.

Scammers Accused of Deceptively Selling ATMs Give Up Frozen Assets
The ringleader behind an operation accused of deceptively selling automated teller machine (ATM) business opportunities is banned from ever selling business ventures again. The entire operation will give up all of its frozen assets, worth over $700,000, including a BMW automobile, a Harley Davidson motorcycle, and Rolex watches, to settle the Federal Trade Commission’s charges. The FTC has set up an information hotline for consumers.

The Financial Crimes Enforcement Network is issuing this interpretive guidance to clarify whether a non-bank owner and operator of an automated teller machine (ATM) would be a money services business (MSB) as that term is defined under the Bank Secrecy Act and its implementing regulations. Specifically, this guidance addresses whether a non-bank owner-operator of an ATM that offers the limited range of services described below would be deemed a currency dealer or exchanger or a money transmitter, and therefore would be an MSB.
